Application for Speakers' Corner at Hong Lim Park

NOTICE

  • Please note that separate applications are required for each person or entity who intends to carry out any public speaking, organise, or assist in organising an event (including sponsoring, publicly promoting the event or organising its members or employees to participate in the event) at the Speakers' Corner.
  • Non-Singapore citizens and non-Singapore entities must apply for a police permit (https://www.police.gov.sg/e-Services/Police-Permit) to organise or assist in the organising of an event at the Speakers' Corner.
  • Non-Singapore citizens must also apply for a police permit to engage in public speaking at the Speakers' Corner.

A “Singapore entity” includes entities which are incorporated or registered in Singapore and controlled by a majority of Singapore citizens. For example, in the case of a company, it must be incorporated under the Companies Act in Singapore, the majority of its directors must be Singapore citizens and the majority of its ownership must be held by Singapore citizens or one or more Singapore entities.
“Public Speaking” includes any play-reading, recital, lecture, talk, address, debate or discussion

“Assembly” means a gathering or meeting (whether or not comprising any lecture, talk, address, debate or discussion) of persons the purpose (or one of the purposes) of which is —

  1. to demonstrate support for or opposition to the views or actions of any person, group of persons or any government;
  2. to publicise a cause or campaign; or
  3. to mark or commemorate any event,

and includes a demonstration by a person alone for any such purpose referred to in paragraph (a), (b) or (c).

“Procession” means a march, parade or other procession (whether or not involving the use of vehicles or other conveyances) —

  1. comprising 2 or more persons gathered at a place of assembly to move from that place substantially as a body of persons in succession proceeding by a common route or routes; and
  2. the purpose (or one of the purposes) of which is —
    1. to demonstrate support for or opposition to the views or actions of any person, group of persons or any government;
    2. to publicise a cause or campaign; or
    3. to mark or commemorate any event,

and includes any assembly held in conjunction with such procession, and a march by a person alone for any such purpose referred to in paragraph (b)(i), (ii) or (iii).
