NParks shortlists six teams for Jurong Lake Gardens Central and East design consultancy

22 June 2016 - The National Parks Board (NParks) today announced that six teams have been shortlisted to participate in the second stage of the tender for design consultancy services for Jurong Lake Gardens (JLG) Central and East.

 

The shortlisted teams will undertake the concept design for JLG Central and East, and develop ideas to integrate these Gardens with the concept design of JLG West and the surroundings. Suggestions received during last year’s public engagement exercise on JLG will be incorporated in the designs.

 

The 90-hectare JLG, Singapore’s new national gardens in the heartlands, comprises JLG West (renamed from Jurong Lake Park); JLG Central (consisting of the Chinese and Japanese Gardens); and JLG East (consisting of the promenade fronting the new Science Centre and the northern part of Jurong Lake). It is envisioned to be a people’s garden, where spaces will be sensitively landscaped and created for families and the community to come together.

 

High quality submissions received

The tender for the consultancy services comprises a two-stage selection process. In the first stage of the tender, NParks called for an Expression of Interest on 7 March 2016, inviting consultants to undertake the design consultancy project. Interested consultants were required to submit their proposals by 4 May 2016.

 

NParks received a total of 31 submissions, with a good mix of participation from both local and international firms. As a large number of high quality submissions were received, six firms were shortlisted to participate in the second stage of the tender. The shortlisted teams are (in no order of merit):

  • Architect: RSP Architects Planners & Engineers (Pte) Ltd
    Landscape Architect: Martha Schwartz Partners, AECOM Singapore Pte Ltd
  • Architect: WOHA Architects Pte Ltd
    Landscape Architect: Taylor Cullity Lethlean (TCL)

  

The teams were shortlisted based on their understanding of the project requirements and analysis of the site in their written proposals, including:

  • Initial design ideas to demonstrate the application of the four key design considerations for JLG preserving nature & memories, co-creating show gardens, integrating science & nature, and vibrant programming;
  • Proposed programmes and uses for JLG;
  • Strategies to adapt existing structures into the future design of JLG Central;
  • Innovative ideas on sustainability and smart technologies; and
  • Analysis and identification of key challenges.

 

The submissions were also evaluated based on the team’s track record, and the qualification and relevant experience of the principals.

 

In the second stage of the tender, the shortlisted teams will develop the overall masterplan for JLG, including the concept design for JLG Central and East, and integration of JLG Central and East with the existing concept design for JLG West and surroundings. The appointed team will be announced in end 2016.

 

Public engagement for masterplan and concept design

NParks will showcase the proposed masterplan and concept design for JLG Central and East at the end of the year where the public will be invited to share their feedback and suggestions. The masterplan and concept design will be further refined, incorporating the feedback received from the public and stakeholders.

 

The development of JLG Central and JLG East will be progressively completed from 2020 onwards.
