Applying for an animal exhibition licence 

You can apply for the animal exhibition licence online through GoBusiness Licensing Portal. You will have to locate the "Licence for animal exhibition" and log in to GoBusiness Licensing Portal.

Step Description 

Step 1:

Submit documents from relevant authorities


The following documents must be submitted to us:

  1. Approval letter from landlord/management of exhibition venue.
  2. (For permanent exhibitions only) Written approval from the Urban Redevelopment Authority (URA) or Housing Development Board (HDB).

Step 2:

Provide exhibition plan and information

The exhibition plan must include the following:

  1. Names and particulars of all exhibitors.
  2. Layout plan of the exhibition venue indicating animal display and holding areas.
  3. Design and construction plans of the animal enclosures, cages, or tanks.
  4. A plan detailing the management and care of the animals, and the number of personnel, involved.
  5. Programme of exhibition activities such as talks, demonstrations, animal performances, competitions, and games.
  6. Import licence and CITES permit from the Animal, Meat & Seafood Regulatory Branch or Wildlife Regulatory Branch (where applicable).

Step 3:

AVS inspection

The licence application will be approved within four working days after completion of the following:

  1. Submission of all supporting documents listed in Step 1 and Step 2 via GoBusiness Licensing Portal.
  2. You successfully passed the interview with us (if applicable).
  3. Our inspection of your exhibition premises.
  4. Your payment of the licence fee.

Step 4: 

Acceptance of application and payment of fees

  1. You must sign and complete the following:
    1. A  Letter of Undertaking assuring us that you will comply with all exhibition conditions.
    2. An Acknowledgement by exhibitor (Please see note below).
  2. Pay the S$126 licence fee through GIRO.


Notes to applicant:

  • A non-refundable application fee of S$94.50 (including S$4.50 GST) is payable for permanent exhibitions, and exhibitions that last longer than 14 days.
  • Acceptance of your application does not guarantee final approval.
  • If an exhibition involves many exhibitors, the applicant will be provided with letters of Instruction to the exhibitors. Each exhibitor shall acknowledge receipt of the letter by indicating it on the single Acknowledgement by exhibitor form, which is to be submitted by the applicant before the licence is issued.
  • Animals should not be exhibited until the licence is issued.

Licence fees

The exhibition licence fee is S$126 per annum, while the licence application fee* amounts to S$94.50.

*This is a one-time, non-refundable fee that is payable for all animal exhibitions lasting more than 14 days. The fee includes the cost of making updates to a permanent exhibition licence, should updates be requested by the licensee.
