These changes will take effect from 1 September 2024:
Pet Cat Sterilisation Support (PCSS) programme
The Pet Cat Sterilisation Support (PCSS) programme is AVS’ new initiative to support the sterilisation and microchipping of pet cats in low-income households.
This is an early intervention measure to stem accidental breeding of pet cats within households, and to address downstream animal welfare and disamenities resulting from overpopulation.
The PCSS programme is fully supported by donations through the Garden City Fund, NParks’ registered charity and IPC, with contributions from Temasek Foundation, the Estate of Essery Gerald Stephen (executed by Dr Tan Hwa Luck), corporate organisations such as MARS Petcare, and individuals including Ms Dawn Kua and Mr Vincent Toe.
MARS Petcare has sponsored cat food, treats and litter for the programme. For Spay Days, AVS collaborates with the Cat Welfare Society, the Singapore Veterinary Association and Temasek Polytechnic to sterilise and microchip pet cats from low-income households.

Eligibility Criteria
You qualify for assistance under the PCSS programme if you meet any of the following:
- You are a financial assistance recipient (e.g. MSF, CDC); or
- You are a blue CHAS card holder; or
- You are living in a rental flat (Public Rental Scheme)
