Trap-Neuter-Rehome/Release-Manage (TNRM) Programme for Community Cats

 

AVS implemented the Trap-Neuter-Rehome/Release-Manage (TNRM) programme for community cats on 1 September 2024. Under TNRM, AVS enhanced funding support for sterilisation and microchipping, and expanded funding support to include trapping and boarding of community cats. TNRM builds upon and replaces the Stray Cat Sterilisation Programme (SCSP), which started in 2011 and sees an average of 4,000 cats sterilised and microchipped annually since 2020.

TNRM is a holistic, humane, and science-based approach to manage the community cat population as well as the potential inconveniences or concerns that these cats may cause in the community. The same approach is used to manage the free-roaming dog population in Singapore. Dog population management through sterilisation and return is recognised as a humane method by the World Organisation for Animal Health (WOAH).

Under TNRM, free-roaming dogs and community cats are humanely captured, sterilised, microchipped and ear tipped, before they are rehomed or released back into the environment.


Trap-Neuter-Rehome/Release-Manage (TNRM) Programme for Community Cats Grant

The TNRM Cats Grant aims to foster partnerships with Animal Welfare Groups (AWGs) to sustainably manage the community cat population in Singapore.

Community Cat Caregiving

AVS has also been working with stakeholders including animal welfare groups, community cat caregivers, agencies, and Town Councils on guidelines for responsible community cat caregiving. The public can view the draft guidelines here. The guidelines will continue to be refined further in consultation with stakeholders, such as through engagement with community cat caregiver networks.
